  • Undertake legal research and provide advice and support in all matters relating to the mining, petroleum, and geothermal industries.
  • Review and advise management on the legal implications of internal policies and procedures.
  • Co-lead and facilitate the drafting of mining and petroleum policies and proclamations, including other technical legal documentation.
  • Provide legal protection and risk management advice to management,, especially on contract management, agreements, and other tasks and issues as and when they arise.
  • Provide and interpret legal information, conduct presentations, and disseminate appropriate legal requirements to the Minister and senior management.
  • Review and draft contracts, agreements, and internal policies,, and ensure that they are in compliance with all statutory or legal requirements.
  • Draft, and Negotiate Mining agreements and deliberate the terms to the Council of Ministers for endorsement. (Mining projects are considered mega projects, and the granting of such licenses is endorsed by the Council of Ministers.
  • Serve as a focal Person and a member of the Project Steering Committee as an information channel between the Minister and two Global Affairs Canada funded development projects,, namely SUMM-Supporting the Ministry of Mines) and STEM (Strengthening the Education for Mining), to ensure planned activities are carried out according to the Ministry's priorities and policies.
  • Undertake collaborative work with other advisers and Ministry colleagues on a variety of projects addressing legal compliance, accurate administrative procedures, and protocols.
  • Review documents, high level confidential letters, and letters of intent for compliance with the law, regulations, and objectives of the organization.
  • Review ongoing cases and advice management accordingly for a consent decision with regards to legal risks and liabilities.
  • Lead and participate in resource mobilization for the renovation work of the Ministry's building.

ACHIVEMENTS

  • Successfully negotiated eight gold mining and 9 coal mining agreements with international and local companies, and briefed the Council of Ministers on the license's endorsement and approval.
  • Successfully devised the inception document, legal arrangements and partnership agreements between Addis Ababa University Institute of Technology and the Ministry for the establishment of Ethio-Mines Development Center at Addis Ababa University Institute of Technology.
  • Successfully led negotiation for the arrangement of a dual Master's degree program with the University of Colorado School of Mines, USA, and the Ministry of Mines and Petroleum at the Ethio-Mines Development Center, Addis Ababa.
  • Successfully mobilized 3.2 million USD and 25 million Birr (90 percent of the total fund) for the renovation of the Ministry's old and new buildings, as well as the surrounding greenery works.This fund has been used to build a museum that serves as a historical database of information as well as a showcase for natural resources.The fund was also extended to staff canteens to promote a healthy diet.
  • Part of a successful team that has cemented the Ministry as a significant sector in the growth of the country's exports, with an over 1000% increase in gold alone in the last fiscal year after 8 years.
