Project Planning, Coordination & Design:

· Coordinate the implementation of regional HCR projects and ensure timely implementation. Follow up external and end-line evaluation, audit and project closeout.

· Coordinate the development of DKH Eastern and Southern Africa regional humanitarian crisis response plan in consultation and coordination with DKH country offices and partners

· Work closely with partner organizations in Ethiopia and with the desk of the (DKH RO) in Nairobi to provide support in planning & and designing emergency, relief, rehabilitation, and Nexus projects;

· Review in collaboration with ETH desk DKH RO and BftW program team project proposals including budget and log frame of partner organizations regarding conceptual, methodological, operational, evaluative, and financial aspects and assess against humanitarian standards;

· Follow up on the humanitarian situation in ETH to inform program and project-related decisions through attending meetings (UN Cluster, ACT, etc.) and desk reviews.

· Monitoring: Accompany and advise project partners in Ethiopia during assessments and implementation, focusing on MEAL. More concretely: support project partners in setting up MEAL plans, collecting and analysing data to measure progress against indicators, promote programmatic learning, follow up on work plans and identify and address problems, and donor compliance in implementation; Undertake frequent monitoring visits to project areas.

Reporting: Follow up on project reports, ensure timely delivery by partners and compile reports for DKH RO,

support DKH RO ETH desk in submitting a high-quality project and program-related (quarterly/annual and other) reports to DKH Head Office in Berlin (where applicable for further transmission to backdoors)

Finance: Work closely with the partner Finance staff, responsible for overall budget monitoring and analysis, financial management, & expense control for the project in line with donor rules and guidelines.

Networking & Representation: Establish close working relations with partners, BftW program team, and donors; Represent DKH in partners meetings, UN cluster system, coordination platforms, & other relevant networks

• Save the Children International ( SCI):
• Roles and Responsibilities:
• Ensure internalization & adherence to Save the Children’s Vision, Mission, Core Values, and Principles
• Facilitate internalization of all the basic values and principles for all the operational area staff through different setups
• Ensure that the performance evaluation of staff takes into consideration the adherence to the basic values and principles of the organization
• Provide overall leadership for all Operations & programs implemented for the full project/award cycle
• Manages and supports the financial, administrative, logistics, IT, HR, Safety and security, and other operational aspects in the field/area office
• Facilitate effective supervision of the timely & quality implementation of program components per planned activities, through FO award/ projects implementation Review (AIR) meetings ensuring burn rate and other programs Key Performance Indicator ( KPI) are met as planned and to expected targets
• Provide overall management support to planned activities in the Operational Area
• Facilitate participatory monitoring and evaluation of the program implementation through the MEAL unit and relevant stakeholders; Ensure sustainability of the program components & facilitate the smooth phase-out close-out handover of programs
• Ensure and provide overall leadership for the program quality through the quality benchmarks, engagement with PDQ, and Quality KPI’s
• Represent Save the Children in the respective Zone and Regional State in which the FO/AO is located
• Build smooth functional relationships with relevant government sector offices, UN agencies & others in the region
• Facilitate agreements signing and support letters solicitation for the programmatic purpose from relevant government and UN agencies; and ensure program integration with the government and UN in the region
• Coordinate the facilitation of concepts and proposals development for resource mobilization
• Facilitate initiation of project concepts based on participatory need assessment and community priorities on an ongoing basis in coordination with the PDU unit in the CO
• Liaison with all relevant PDQ / PDU / Support and program staff in the CO for improving the concept papers and submission to potential donors to mobilize resources; Ensure involvement of local stakeholders including sectoral offices and community in project identification and conceptualization
• Ensures effective management and steward utilization of available resources for intended purposes
• Ensure all staff are aware of our anti-FRAUD policy and ensure reporting of any possible cases of mishandling of resources as per the policy
• Ensure that all organizational rules and procedures are adhered to and the right documentation and formats are used in the process of making procurements, payments, hiring, and all other support functions
• Facilitate with all relevant bodies that resources flow down and reach the targeted people (especially in relief distributions if appropriate)
• Ensure & proactively follow up and monitor utilization of all types of resources including cash, commodity, vehicles, computers & others available to the FO
• Ensure quality and timely periodic reports are prepared and disseminated to all relevant bodies, including donors, local and Regional government, CO, etc

• Budget Follow-up and Ensuring Financial Compliance:
• Overall budget holder for the field/area office and accountable for management and monitoring of assigned sub-budget holders in his/her capacity as a budget holder
• Ensure the effective compliance of Save the Children & donor finance & grant procedures and requirements
• Coordinates and facilitates the work of the finance team
• Provide regular communication and coordination with the Country Office & ensure Matrix management
• Ensure timely & regular relationship & information sharing is in place with all relevant CO departments/Divisions facilitating matrix management with support functions & program units in the CO
• Facilitate situation reports and communication to the CO on urgent and relevant issues such as security updates, emergency situation assessment reports, programmatic issues discussed with the relevant stakeholders, etc
• Actively Participate in Country of Senior Leadership Meetings and give updates
• Ensure Staff Safety & Security, PSEA, as well as Safeguarding, is managed as per SCI Guidelines
• Ensure the Field Office Safety and Security plan and rules are in place and adhered to
• Report any security incidents to the Program Operation Director, Head of Safety and Security, and the DCD Operations; manage incidents in coordination with the above mentioned in the CO
• Ensure Child Safeguarding policy and reporting mechanisms are in place and actively practiced by all staff and programs

• Cameroonian refugee response- - SCI- 3month deployment
• Roles and Responsibilities:
• Responsible for the day-to-day management of the Save the Children’s Programme in Cross River and the Benue States
• This includes responsibility for ensuring integrated, high-quality program delivery and a safe and effective presence of Save the Children in Cross River and the Benue States, oversight and ultimate responsibility for the timely delivery of WASH projects as well as maintaining effective relationships with all other key players in the area (NGO, UN, and governmental) to ensure effective coordination of activities and ability to implement
• Responsible for the efficient and effective operation of support services - Logistics, Security, Finance and Human Resources/Administration
• In coordination with the Country Director, Director for Program Operations, Humanitarian Director, and other senior staff, s/he has overall responsibility for the safety of staff and security of staff and operations in the field site
• Responsible for team leadership, human resources management, oversight of all programs, and management of SC facilities and assets in the locality.

• Refugee and migration Program)- Ethiopia Country Office, Roles and Responsibilities:
• Facilitate categorization of emergency responses and lead the development of humanitarian response strategy documents, and response plans, as well as preparation of external SITREPs and updates for donors and members
• Coordinate regular management and technical support visits to field offices and project sites to support implementation and ensure that programming meets/exceeds international standards and corresponds to work plans and budgets;
• Serve as a budget holder on humanitarian awards, especially Central Seed Fund and Appeal allocations
• Provide required support to the emergency operation at grass root or field level and overall coordination of humanitarian response projects by hub
• Share information on emergency needs to meet potential new funding opportunities with PDU and work closely to coordinate the development of new funding opportunities
• Coordinate & lead on planning and implementation of new Save the Children humanitarian responses and delegated program budgets, logistics, HR, and Technical coordination across the Ethiopia Country Office
• Represent SCI in relevant external humanitarian forums, with other INGOs, UN Agencies, different levels of government & donors at CO level
• Together with relevant SCI staff and partners ensure project implementation plans, kick-off meetings, and regular monitoring & reporting in line with delegated Budget Holder responsibilities;
• Identify challenges in the design or implementation of humanitarian projects and give feedback on the required corrective actions to address them;
• Ensure high-quality communications materials are gathered & shared, and be ready to represent the organization to external media agencies as required;

• Under the overall direction of the Programme Operations Director (POD) – at the CO, the camp manager will be responsible for coordinating and overseeing the overall education, child protection, and ECCD programs and program staff in the camp
• She/he will be responsible to play a liaison role between camp-based staff and POD and CO program staff in the areas of budget management and utilization, periodic reporting, material procurement, staff recruitment, and supervision
• The incumbent will also facilitate staff capacity building and give technical support to program officers and assistants on the basis of identified technical gaps

• Roles& Responsibilities:
• Technical Support to implementing partner organizations in planning and implementation of different emergency response projects
• Lead and support different proposals developments and follow up on budget approvals ( Own funds, ECHO and UNOCHA).Projects monitoring, and reviewing of partners’ documentation of financial and other documents to ensure donor compliances are met

• Overall program and operation management of the program offices, consisting of projects on livelihood, agriculture, water and sanitation, vocational skill training, and income-generating activities targeting refugee and hosting communities
• Preparation of different project proposals & donor reports is also part of the responsibilities and coordination and maintaining partnerships with different stakeholders (regional governments, UNHCR, etc..)

• Planning and implementation of different project activities funded by USAID/OFDA post-emergency transition recovery; Organize and facilitating livelihood (livestock and seed) fair markets in cash and voucher systems
