Summary

Dr. Ahmed is currently the Acting Deputy Director General of the Africa Centres for Disease Control and Prevention (Africa CDC), responsible for coordinating the programmes of the institution. Prior to this, he was the Acting Director/CEO for Africa CDC. He works closely with African Union (AU) Member States and partners, to secure Africa’s health through effective prevention and preparedness, early detection, and rapid response to disease outbreaks and public health emergencies.

As an established public health leader with more than 28 years of experience at national, regional, and global levels, Dr. Ahmed has solid leadership, organisational development, decision-making, negotiation, and communication skills. As the founding Deputy Director of Africa CDC, he led the operations of the institution and most notably successfully delivered Africa’s COVID-19 response, and the organisational reforms that led to its autonomy and a revised, more comprehensive Statute.

Dr. Ahmed started his professional career in 1995 with the Ministry of Health (MoH) in Kenya where he rose to serve as Director, Non-communicable Diseases. Subsequently, he established the office for Global Health Affairs and served as Director, International Health Relations. In these capacities, he was extensively involved in regional and global negotiations, and development of legal instruments, including the International Health Regulations (I.H.R), and the W.H.O Framework Convention on Tobacco Control (WHO FCTC). He also chaired the African Group during negotiations at the Inter-Governmental Working Group on Public Health, Innovation, and Intellectual Property.

Dr. Ahmed joined the UN system in April 2008 when he was appointed Deputy Head of the Secretariat to the WHO FCTC in Geneva. He then moved to the WHO Regional Office for Africa in August 2010 to serve as the Regional Advisor for Tobacco Control and subsequently as Programme Manager for Primary Prevention of Non-Communicable Diseases (NCDs). In February 2017 he was appointed Senior Advisor in the Office of the WHO Assistant Director-General for NCDs and Mental Health in Geneva.

In September 2019, he joined Africa CDC as the founding Deputy Director, and in June 2022, Dr. Ahmed was appointed as the Acting Director/CEO. He holds a Masters in Public Health (MPH) from the School of Public Health, University of Nairobi in Kenya, and a Master of Philosophy (MPhil) in International Health from the Centre for International Health, University of Bergen in Norway.

  • mobilised resources for activities and relevant staffing by creating effective partnerships with donors and other non-state partners including philanthropies and NGOs.

  • Systematically implemented health obligations in bilateral and multi-lateral agreements that Kenya had previously signed (e.g. Kenyan nurses deployed to Botswana and Namibia).
  • successfully led negotiations on behalf of Kenya at various bilateral and multilateral forums including AU, World health Assembly, the UN platforms, EAC, ECSA etc.
  • Built capacity of MoH senior staff in negotiations and resource mobilisation.
  • I supervised about 12 staff at the HQs.

As Director of Noncommunicable Diseases at the MoH in Kenya my responsibilities included:

  • Established functional diabetes clinics in a majority of the district hospitals in Kenya.
  • Secured the First Lady of Kenya to be a national level Champion for NCDs in Kenya.

Additional Information

Some selected examples of my previous international experiences in global health include:

  • Vice-Chairperson and Rapporteur of the Intergovernmental Working group on Public Health, Innovation and Intellectual Property (IGWG) representing the Africa Region from 2006 to 2007. I was also Bureau Member for the African Region on the IGWG Bureau.
  • Chairperson and Spokesperson of the Africa Group at the IGWG from 2006 - 2007. I led the team from Africa to the formal negotiating sessions and numerous other informal meetings.
  • Chairperson of the Africa Group at the WHO Framework Convention on Tobacco Control (WHO FCTC) Conference of Parties (COP) from 2006- 2008. I led the African Region in negotiating during adoption of the Treaty, during the first two COP meetings and all the inter-sessional meetings and negotiations for this period.
  • Chairperson of the Commonwealth Advisory Committee on Health from May 2006 to March 2007 whose role is to advice Commonwealth Ministers of Health on matters of public health importance.
